Trigger 3A (Hirate 10.5 KHz Baseband WBR)
This mode is designed to provide high frequency resolution using the 10.5 KHz WBR,
while maintaining a survey mode with standard temporal resolution and spectral resolution.

* While the WBR is scheduled to acquire a 3072-sample snapshot every 1/8 second,
in reality it is dependent on the telemetry mode and upon the amount of data
compression achieved by the Data Compression Chip. Typically the telemetry mode
might be a 60 kbps data rate mode, resulting in something closer to 3/8 second
between WBR snapshots.
The HFR is in a modified "Composite Survey" mode, with the H1 frequencies
which are multiples of 50 KHz excluded to eliminate interference.

Bands ABC require 3.16 sec to complete, H1 requires 2.52 sec, and H2 requires 1.46 sec
for a total of 7.14 sec per sweep. This results in a complete sweep every 7.375 seconds.
